The term appears to have originated in the UK at the time when terrorism was rife on its streets but a similar concept is present in many countries, known by other names. It’s a localised and extended version of sanctions and it covers who you can meet and why and what you can wear, amongst other things. It can even be used to prevent the waving of flags.
