Multiple countries release Joint Guidance on countering the evasion of sanctions against Russia.

The Governments of New Zealand, Australia, the United Kingdom, Canada and the USA have decided to call themselves "The Export Enforcement Five" and to have a cute little name, "E5". And yes, that's the same as "The Five Eyes" group. Anyway, aside from spending time renaming their group, but only for some purposes, they have spent time producing a "quint seal" joint industry guidance to industry and academia about "high priority items critical to Russian weapons systems." While the group itself might be reasons for a joke, what it's doing is far from funny with far ranging effects.

Cutting through the verbiage in the notice, these are the most important points, taken verbatim -ish.

“Industry and academia play a key role in defending our values, and effective compliance and cooperation is an important force-multiplier to government efforts to degrade Russia’s war machine.”

“The private sector is the first line of defence in preventing Russia from illicitly acquiring items to prosecute its unprovoked war against Ukraine, and all five partners have committed to vigorously enforce our export restrictions to ensure that companies and universities that invest in robust compliance programs are not placed at a disadvantage by those that [facilitate] diversion to Russia.”

"On 28 June, 2023, the governments of Australia, Canada, New Zealand, the United Kingdom,
and the United States established the E5 partnership to significantly enhance the effectiveness of
each country’s export control regimes, minimize gaps in enforcement, and foster joint
investigations and coordinated enforcement actions. The E5 also agreed to strengthen
enforcement partnerships with industry to further counter Russian diversion efforts."

"The quint-seal guidance released today provides industry and academia with the list of 45
prioritised Harmonised System (HS) codes containing items Russia needs for its weapons
systems, of which nine (9) codes are the highest priority. The guidance then identifies
anomalous patterns associated with importers in countries outside of the Global Export Control
Coalition (GECC), which is the 39-member global coalition that has implemented substantially
similar controls in response to Russia’s invasion of Ukraine, that may raise diversion concerns."

The full guidance is full of distracting verbiage and rhetoric but it is an important document.

For example, it describes a vast array of material that must not be released so that Russians can read how to make things. The battle over academic publishing has raged for many years but this is even wider and covering even more ordinary things.

It also raises questions as to how academic is academic: will the articles that appear in The Conversation count? What about the non-peer-reviewed papers that appear in various open research websites? Who is the publisher of those papers?
